The North German Gazette states that Germany has informed the signatories of the .Treaty of Algeciras that in view of the situation in Morocco she believes herself bound to point out that a speedy recognition of Mulai Hand would be in the interest of the ultimate pacification of Morocco. GERMANY IN BAD ODOUR. (Received September 3, 12.10 a.m.) London, September 2. The Times, in an article this morning on the -Moroccan .'question, says that no amount of intemperate or malicious speaking or writing by irresponsiblesj "whose conduct the Kaiser justly condemns, could possibly have so bad an effect throughout" Europe as tile 'sudden journey of Dr. Vassel (the German Consul) to Fez, and Germany's diplomatic action in relation to Mulai Hafid. FEELING OF TRIBESMEN. •■ (Received Septembei 3, 12.15 a.m.) Paris, September 2. The Lallamarnia correspondent of the Matin says that the tribesmen regarded Abdul Aziz as the French Sultan,' and consider that if they abandon him Mulai Hafid's accession will lead to the immediate departure of the French.
