Mr. Haldane, Secretary for War, states that 148,459 non-commissioned officers and men have joined the territorial forces, out of the required •establishment of 302,199. There was a marked increase in recruiting last month, and he considers the position highly satisfactory. Newspaper comments do not endorse Mr. Baldanc's optimism, -and the refusal of 60,000 volunteers to transfer to the territorials when,recruiting for the volunteer forces is completed is regretted.
