WHERE THE SYSTEM FAILS.

Dd.vedi.v, Wednesday. At the annual meeting of the Country School Committees' Association the following resolutions were carried: —

That the Government be urged to make more adequate pro-vision for the payment, of the teachers in country districts, fixing a. minimum salary and giving increments for good service.

That proper and adequate provision he made for supplying teachers' residences, with reasonable conveniences.

That the attention of the Minister be directed to the salaries and staffing of district high schools, and more liberal provision be made, also that district high schools be under the control of education boards.

That travelling allowances be paid to teachers when shifting.

That, a. council of education b:; established.

That in justice to country children a new method of allocating scholarships be promoted.

That the conference view with concern the weakening of local interest owing to the manner in which the central authority is asserting itself.

That the attention of the Minister for Education be directed to the fact that the whole education system is viewed too much from the standpoint of city schools.

That the schools of the Dominion should be divided into two divisions, city and rural, and :l;at a modification .of the classification of schools, of, payment and promotion of teachers, of standards of education, and of inspection of schools, is urgently required to do justice to rural schools," which although they contain the vast majoritv of schools and children, arc made subordinate to the city schools. That a. better system of beating be provided in schools. That comfortable rooms be provided for school children in which to change their wet garments and boots, and that they be furnished with separate lockers. That the education boards be recommended to defray in future the full co.st of painting and distempering schools. That the education boards and committees, from their local knowledge, arc best qualified to make provision for the conveyance of children. That at the annual examination pupils obtaining certificates of proficiency be eligible for admission to secondary schools at beginning of the following year, and be entitled to two years' free tuition. ,
