Prince von Be low, the ' German Chancellor, has started for Rome in order to seek the Vatican's help to break the resistance of the Centre (or Clerical) party in connection with the Posen question. Prince von Billow's emphatic refusal in the Prussian Diet to grant universal suffrage and the secret ballot greatly offended the Radicals in the Reichstag in .January last. This fact imperilled the preservation of the Bloc (the combination of Conservatives, National liberals, and the Centre or Clerical party. More than half the population of Posen, Prussia, consists of Poles : the others are mostly Germans. About two-thirds of the inhabiants are Roman Catholics. The constitution of the Reichstag is somewhat complex. The last elections in 1907 resulted in the following state of ties: Centre (Clerical) 105, Conservatives 83, National Liberals 55, Social Democrats 43, Radicals and Moderate Radicals 51, Poles 20, Anti-Semites 30, and smaller parties 10.
