Berlin, January 15. Prince von Bclow's emphatic refusal in the Prussian Diet to grant universal suffrage and the secret ballot has greatly offended the Radicals in the Reichstag, imperilling the preservation of the Bloc (the combination of Conservatives, National Liberals, and the Centre or Clerical party).
