London, May 11. Me. Chamberlain, in a letter to the Birmingham Unionists' Association, says that Home Rule though twice defeated is not dead, and the duty still devolves on Unionists to preserve the integrity of the United Kingdom, while the new responsibility of maintaining and strengthening the union of the Empire was not. less important.
