The negotiations between France and Japan have taken the German newspapers by surprise. The majority of the newspapers applaud the alliance as an instrument for the consolidation of peace.

A few of the newspapers interpret the negotiations as another insidious attack on German policy, ■ and one describes the alliance as a manifest sign of King Edward's " omnipresent and omnipotent hand."

Siam is excluded doubtless because its territorial rights are now guaranteed, under treaties between Great Britain and France.
