St. Petersburg. April 5. The Russian Minister for Finance (M. Kokostoff), in submitting the Budget to the Duma yesterday, remarked that the Government had sufficient means of meeting the expenditure without the Duma's approval of the Budget. Many of the members protested against this statement, and said they considered their rights were being infringed, and the Duma was being treated as a mere cipher. The Union of the Russian People has ordered its branches to telegraph to the Tsar petitioning him to dissolve the Duma. London*. April 5. Renter's correspondent at- St. Petersburg telegraphs that Dragoons and Cossacks are. pouring into St. Petersburg just as they did before the dissolving of the first Duma.
