IU'LOW RELYING ON THE INDIFFERENT. By Telegraph.—Press Association.— Berlin, January 24. The Imperial Chancellor (Prince Billow) has issued an appeal to the electors to support the Government at the polls.

He urges those electors who abstained from voting at former elections to go to the polls. He points out that at the 1903 general elections 4,000,000 electors, mostly in the country divisions, did not vote.

Should the present severe 'weather continue the Chancellor's hopes from the country voters will be adversely affected.

The polling took place yesterday (Jan-a-ry 25).
