Capetown, July 20. A number of British politicians, resident on the Rand,'have requested the High Commissioner (Lord Sclborne) to inform Lord Elgin that Sir James Fitzpatrick, Mr. Abe Bailey, and Sir William Van Hulsieyn, now in England in connection with the Transvaal's Constitution, do not represent all the British in the Transvaal,:but only the progressive party.
