OUTRAGE BY TROOPS. ATTACK ON PEASANTS' MEET- "" ING. ' CONFLICTING REPORTS. St. Petersburg, July 19. Dragoons and police charged a meeting of 3000 peasants, who were discussing the land question at the. village of Koeherova, „in the province of Tamboff, yesterday. Private , telegrams state that 80 peasants were killed; the official report says only one was killed. Under the Tsar's decree of October 30, the right of public meeting is given to the people of Russia-. The peasants therefore were .within rights in holding the meeting.
ATTEMPTED ASSASSIN A-" TION. " s St. Petersburg, July 19. An attempt was made yesterday to assassinate Count Todleben, an aide-de-camp to the Tsar. The assassin just failed to accomplish his purpose.
