Lord' Hugh Cecil, in a letter to the press, says lie considers the fiscal views of Mr. Balfour are nearer those of the free-traders than are the fiscal views of Mr. Chamberlain, and therefore urges the Unionist free-traders to support Mr. Balfour. (Received February 7, 10.57 p.m.) London, February 7. A i-eaction is apparent in Mr. Balfour's favour regarding the leadership of the Unionist party. The Times, Daily Telegraph, Pall Mall Gazette, and Daily Graphic support, him. The Daily Mail blames indiscreet followers of the two leaders for the raising of the question. The predominant feeling in the provincial newspapers is in favour of Mr. Balfour, and some appeal for the cessation of a dangerous agitation.
