Mr. Lyttelton assured the AgentsGeneral that he had suggested the postponing of the Colonial Conference only because he had learned that Australia and New Zealand could not be represented if it met later than April, and he was aware on November '.Jd that the Government meant to resign. Therefore there was not time for their successors to make the necessary arrangements. He explained that the proposal for an Imperial Council was in no sense an alternative for Mr. Chamberlain's preferential tariff.
