Paymaster-General: Mr. R. K. Causton (member for Southwark West). ' Under-Secretary at Home Office: Mr. Herbert L. Samuel (member for North Riding, Yorkshire). Under-Secretary at the Colonial Office : Mr. Winston Churchill (member for Oldham. Under-Secretary at India Office: j Mr. John E. Ellis (member for Rush- j cliffe Division of Nottinghamshire). - Under-Secretary at War Office: Earl of Portsmouth. APPOINTMENT OF LIBERAL WHIP. ' London, December 12. Mr. George Whiteley, M.P. for the Pudsey division of Yorkshire, has been appointed chief Liberal Whip. The Times says that the men of "the' city" consider that the Liberal Government is the strongest possible, and merits confidence.
