Harry Solomon, a leading Johannesburg citizen, addressed a meeting at Johannesburg las* night on the new Constitution. He urged that there should be loyalty under the new regime, and suggested that the Progressive, Responsible Government, and Het Yolk parties should meet and discuss the Constitution amicably and thus facilitate the granting of responsible government. He added that the attitude of the Liberals in England on the subject was merely a matter of party politics. The Transvaal would not accept any constitution that did not allow the whites full control over the natives. The Responsible Government party in the Transvaal has issued a manifesto in reply to the letter of Mr. Lyttelton on the new Constitution. It says that dissatisfaction exists ovei the new Constitution, and adds that those who promised a war contribution from the Transvaal had no mandate.
