SULTAN AND THE POWERS. A GERMAN DECORATION. By Telegraph,—Press Association.—Copyright, London. May 5. The German Minister to Fez, Heir Tattenbach, has been entrusted by the Kaiser with the insignia of the Grand Cross of the Order of the Red Eagle to present to the Sultan of Morocco. The correspondent of the Matin at Fez says that the Sultan realises the necessity for the reforms proposed by the French Government, and is willing to accept the joint assistance of the European Powers. He, however, the correspondent adds, will refuse to accept the assistance of France alone. ( Receive! liny 7. 1.17 p.in.) London, May G. It is seini-omcially stated in Paris that after Herr Tattenbach has visited the Sultan at Fez, Germany will submit to France a proposal by which she would obtain compensation elsewhere for ceasing to interfere in the affairs of Morocco. GERMAN COMMERCIAL MISSION. THE OBJECTION TO FRANCES PROPOSAL. (Received May 7, 4.17 p.m.) London, May G. The Association of German Industrial Societies is sending an expedition to Morocco to arrange for the developing of German exports to that country.
It is reported that the chief objection of Germany to the French proposals regarding Morocco is that they provide for the appointing of Frencl* military instructors to the army. These instructors, it is said, will secure orders for guns and war material for French firms, while if German instructors were employed those orders would go to Germany.
