London, April 28. Mr. Brodrick, speaking at Godalming, said that Mr. Balfour's retaliation policy would survive the policy of protection and outlive free trade, which was not real. Free Traders would learn to be ashamed of their .noisy opposition to Mr. Balfour's moderate and statesmanlike policy.
