Looms, Assistant-Secre-tary of State, has formally welcomed to St. Louis 226 members of Parliament, among whom every European Parliament is represented. They have gathered at the exhibition to hold an inter-Parliamentary Conference. (Received September 15, 118 a.m.) New Yoek, September 14. The Interparliamentary Union at St. Louis has adopted a resolution deploring that the signatories to the Hague Convention have not tendered their services as mediators in the war, and expressing the hope that the Powers will intervene to restore peace. The resolution also asks President Roosevelt to convene the Hague Conference for the purpose of mediation.
