London, April 21. The Transvaal Chamber of Commerce is excitedly protesting against instructions of Mr. Lyttelton, the Colonial Secretary, that all departmental supplies for the Transvaal must be purchased through Crown agents and all notices of local tenders annulled. Sir Arthur Lawley, the Lieutenant-Governor, states that the agents base their claim on the ground of immemorial prerogative.
