POSTAL ORDERS. By Telegraph.—Press Association.—Copyright. (Received April 21, 10.16 p.m.) London, April 21. M. Delcasse, the French Minister for Foreign Affairs, and Sir E. Monson, the British Ambassador, have signed an additional clause to the Anglo-French agreement providing for the institution of postal orders available in either country.
