A BOER DEMAND.

Capetown, April 21. In connection with the Lydenberg arrests a leading Afrikander states that three ex-rebel commandants in Great Namaqualand are conducting an active revolutionary propaganda, and have established a secret society, the penalty of treachery to which is death.
The Transvaal volunteers are mobilising extensively and are hiring transports. The constabulary are recruiting. (Received April 22, 1.8 a.m.) Capetown, April 21. Boer leaders are preparing to formulate a demand for representative government at a Boer congress to be held in Pretoria in May.
