RUSSIA'S GREAT MISTAKE. PLAN OF CAMPAIGN CRITICISED. BAD WEATHER DELAYS OPERATIONS. Tub war operations are at present being delayed by unfavourable weather. The chief of the Russian Navy Staff thinks that the Russian fleet at Port Arthur made a great mistake at the commencement of the war in not making a desperate struggle'to prevent the Japanese from landing in Corea. The difficulty of getting Russia's warships from Europe to the Far East ha:? been causing the Russian Government great anxiety. A commander has now offered tc pilot the Baltic squadron tc the East through the Sea of Kara (a portion of the Arctic Sen).
