London, April 12. As the result of studies on the spot Lord Kitchener has issued an important order embodying his conclusions regarding the Indian array. He says as the army is small there is greater need tor a higher standard oi excellence than obtains elsewhere. Modern conditions having vastly changed, he proposes to abolish the garrison classes and make all officers acquire their military education with the regiments. The importance of a thoroughly trained and educated general, staff has never heretofore been fully realised. The distribution of troops and commands has grown up without plan or method. He hopes that the impending establishment ot a staff college will ensure the selection of the best young officers by officers commanding the districts. He also insists upon the importance of individual training.
