PORT ARTHUF BECOMING IMPREGNABLE,
By Telegraph.— Association.—Copyright. St. Petersburg, July 17. ■ In laying the' foundation-stone of a cathedral, ■ General Kowropatkine (Russian Minister for War) stated that Port Arthur was becoming impregnable, no matter what the number of enemies might be.

The Russian flag has been rehoisted at the Yingszekan terminus of the Shanhaikwan railway.

The Chinese Government has concluded, arrangements for a loan of two million taels with the PrussoChinese Bank. In lieu of interest the bank receives certain privileges in Chinese Turkestan.
