REMARKS BY MR. KINSELLA.
APATHY OF THE GOVERNMENT. [BY TEXEGBAFH. — CORRESPONDENT.]
Wellington, Thursday. In a speech acknowledging the farewell
gift of a gold watch from the dairying divi-
sion of the Department of Agriculture, Mr. J. A. Kinsclla, who has, resigned the position of Dairy Commissioner to the Go-
vernment to go to the Transvaal, said he i deeply regretted leaving New Zealand for ! many reasons. He was leaving the polony I pimply because he had not been in a, posi- ■ tion to carry" out the work on the lines { he had intended when he took charge of j the division, and because he was going to ! better his position. In his opinion, how-1 ever, he had not received that support from the' Government which he considered he '■, was entitled to. Other countries were combining scientific investigation with the practical work of instruction, and it was necessary for this country to fall into line in this respect. So far as he could see, New Zealand was not much further ahead in this direction to-day than when the first Canadian expert was brought to this country, owing, as he had stated, to the insufficient support received from the Government. Up to the present time they were not in a position to undertake experimental work and carry out scientific investigations so as to demonstrate to the people that further improvement was absolutely necessary.
