It is now announced that the Russians, after re-entering Niuchwang, subsequently re(tired, The American despatches relating fa) China have been published. They show that Count Lamsdorff;. on being confronted with the pledges given by Russia, repeated that he was still for the opendoor policy in Manchuria " as understood by Russians." While the London Times floes not think Russian action at Niuchwang indicates any new development of moment, its New York correspondent says that the comments of every American paper reveals the increasing gravity of the situation. He adds that if the Government took strong measures, the country would back them. A plot to destroy the Atlantic liner Umbria has been discovered by the New York police. An infernal machine was found on the pier among passenger)' luggage, with its mechanism at work, and arranged to cause an explosion within 36 hours. The discovery was made owing to a letter received by the police warning them that the notorious Mafia Society had resolved to destroy every Teasel flying the British flag. The letter was at first treated as a hoax, but inquiries proved that a diabolical plot was actually on foot. The police suspect that Fenians are tfcj real conspirators. Another encounter has taken place between Turks and Bulgarians, the latter losing 42 killed and wounded. Successful experiments' have been made in France with navigable balloons. A fire in Ottawa destroyed 300 houses, rendering 1000 people homeless.
