London, June 20. The Royal Commission appointed to inquire into the shipping charges at the Port of London recommends the establishment of a single authority, consisting of nominated and elected members. This body should control the port and should supersede the Thames Conservancy Board, the Trinity House, Waterman's Company and other bodies exercising authority over the river. The new authority, the Commission recommends, should purchase docks and warehouses for sale or lease, spending in 10 years two and a-half millions in improving the gates and four and a-half millions in improving the docks themselves. The London County Council or city should be largely represented on the Board on furnishing the capital for river improvements and guaranteeing interest on Port stock issued to the shareholders of the dock companies. The Commission further recommends a uniform charge of a shilling a ton on all ships and that additional revenue be raised by dues on goods landed.
