London, April 28. The scheme of Mr. Robert Williams, concessionaire for connecting the Mashonaland and Congo Free State sections of the Cape-Cairo railway, has caused much disappointment in Berlin. Germany withheld her consent to Mr. Cecil Rhodes' proposed north to south railway through German territory, awaiting the Reichstag's approval of a line from the coast to German East Africa and to the Cape-Cairo line with a view to securing contracts for the material required by Mr. Rhodes in the construction of the line.
