COMPLETE INDEPENDENCE. . London, January 5. 11l reply to an inquiry from S chalk Burger, the so-called acting President in the Transvaal, regarding the terms upon which the Boers could agree to cease fighting, the Boer leaders in Europe have instructed him to accept only complete independence. (Received January 6, 11.29 p.m.) . , London, January G. The Daily Mail representative interviewed the Boer peace delegates in Holland. He found them willing to discuss peace if the demand for unconditional- surrender was withdrawn. The fighting leaders, especially the Free Staters, consider that in the event of a conference the question of ■ absolute independence ought to be approached with an open mind. They decline to negotiate with Lord Milner.
