The Times' Paris correspondent has received from Dr. Mar, a prominent student of ;. Chinese : affairs, documents emanating from the Taoti of Canton in February,- 1900, to ■ the Taotis in Mongolia, showing that Li Hung Chang J suggested to Russia the fomenting of Boxerism. He was convinced that Russia alone was able to extricate the Empress Dowager- from her embarrassments and he accepted : Prince' Ukutomskip's offer to help the Dowager :\ against the Western Powers if she turned the Boxer attack from the dynasty to the foreigner, Russia obtaining I a free hand in Manchuria. The Times says the documents explain Rus- : sia's withdrawal from Pekin and her. proceedings since the siege.
