TO THE EDITOR. Surely it is a very extraordinary proceeding for the treasurer's balance-sheet to be ignored, and a fresh statement substituted without his permission. I trust a searohing inquiry will be insisted upon of all the surrounding circumstances.—l am, etc., Citizen.
