Capetown, October 18. All the foreign Consuls at Pretoria have enjoined their countrymen to observe neutrality. The Netherlands Consul at Natal has is-, sued a similar proclamation. The British garrison at Durban transferred to Ladysmith was 2000 strong. A breakdown in their transport arrangements is impeding the advance of the Boers. The railway from Laing's Nek was destroyed by the Boers in order to prevent the British attempting operations by means of armoured trains. London, October 18. Great Britain has accepted the American-Atlantic Transport Company's offer of the gratuitous use of a marine hospital ship. Lieutenant Fitzpatrick, of the New South Wales Artillery, has been ordered to the Transvaal.
