BOROUGH COUNCILS.

NEWMARKET. The ordinary meeting of. the Newmarket Borough Council was held at the Council Chambers last evening, the Mayor (Mr. J, M. Laxon) in the chair. There were also present: Messrs. McColl, Whyman, Laurie, Edgerley, Smcrdon. Repair to Footpath: The Rev. H.H. Lawry wrote drawing the attention of the Council to the bad state of a portion of the footpath on the northern side of tho Carlton Gore Road, and urged that steps be taken to repair the same. Referred to the Streets Committee to report as to cost, etc. Plumbers' Fees: Writing on behalf of the Master Plumbers' Association, Mr. D. Miller asked that tho plumbers' feo for the borough be reduced from £1 Is to 10s 6d per annum, 01 2s 6d for a single job. Decided to inform the association that the existing fee was Ms 6d, and that the Council did not see its way clear to concede the suggestion that a separate feo should bo arranged for single jobs. Rates: It was decided to hold a special meeting _ of the Council for the purpose of authorising the levying of the general rate of Is 3d in tho £ on all assessable properties in the borough on May 29.

NEWTON. A special meeting of the Newton Borough Council was hold last evening for the purpose of hearing objections to the burgess roll. There were no objections, and the Mayor (Mr. J. W. Shackelford) and Messrs. Stewart and Soxton were authorised to sign it. An ordinary meeting of tho Council was hold afterwards, when there wero presentThe Mayor (Mr. J. W. Shackelford), Messrs. Smith, Warnock, Brinsdou, Sexton, Ambury, Donald, Brown, Farrell, and Stewart. Bridgo Road: A letter was read from Messrs.' U. and W. Hollaby with regard to the dangerous nature of tho approaches to Cox's Creek Bridgo, asking that it bo fenced. A letter was also read from the City Council, asking that the borough contribute towards the cost of fencing both sides; estimated cost, £66, for the wlioio work, or £24 for seven chains on tho cast side. The letters wore referred to tho Streets Committee to report upon. Groat North Koad: An application was read from tho Archliill Road Board for payment of half the cost of maintenance of tho Groat North Road. They alst suggested that the matter bo decided by a friondlj suit. The Mayor moved, " That tho matte, bo referred to the Logal Committee, with power to employ a solicitor." Mr. Brown seconded. Tho mattor was discussed at some longlh, the Mayor stating that ho considered that in fairness to the ratepayers, a legal man bo appointed. Mr. Ainbury moved as an amendment, " That the Archhill Road Board bo written to, and informed, that if they consent to loavo tho mallei in tho hands of their secretary tho Council would dc tho same." Mr. Donald seconded tho amendment, which was carried. Mr. Brown moved, "That tho question of employing legal assistance bo loft in the hands of tho Legal Committee to report." This wan seconded by (ho Mayor, and carried. Drainage: Messrs. Mitchell and Watt wrolo with reference to the laying of drains on Mr. Evans' property in Grosvenor Road, stating that the drain was not laid by tho Council's workmen, and asking that tho Council rppoint someone to inspect tho drain to satisfy themselves that it was properly laid. The letter was received and acknowledged with thanks, and it was resolved that the wrlers bo informed that as the street had no mr-in drain, tho matter would bo regarded as only temporary, and would bo attended to when a irain drain was laid.

Richmond Road: A lcttor was read from the City Council stating that tho Council would bo willing to undertake tho work on payment of half-cost by the borough, £4. The letter was rocoivod. Mr. Ambury said Mint if tho work was carriod out it would make, a groat improvement- in tho road. It was resorted, "That the Counoil bo informed that the borough would pay its half share as usual." Crummoi Road: Mr. F. Evans wrote asking thai, a connection with the footpath in Grosvonor-slroet ;.nd a water connection Willi tho main bo made to bis now properly in Drummer Road. Tho letter was received, and tho question of a footpath was referred lo lie Streets Committee to report upon. Mrs. Fauldor's Slaughterhouse Mr. Brown ■ moved, " Thai the resolution of the Council at their last meeting bo rescinded, with a iirw to having tho whole question of works at Mrs. l'aulder's slaughterhouse reconsidered by the Council in committee." Tho oivceedings in connection with the affair worn irregular, inasmuch as the number of councillors visiting the premises did not constitute a quorum. Mr. Warno. seconded. Mr. Ambury agreed th.it tho matter had been done in an irregular way It was not a reasonable thing that the work should bo made " botch of, and he had understood at tho last moling that the work was nearly finished. Tho Mayor said that it was in deference to Mrs. Patildcr that tho question was dealt with at once. Tho motion was carried. Tho Council afterwards went into eommittco to determine what alterations should ho effected.

Gas Lamps: The Mayor stated that tho Gas Company had offered to fit up incandescent lights, provided tho Council took a larger number of lamps. Tho Mayor moved, " That tiie Gas Company be asked to put incandescent lamps in the borough, and informed that tho Council was not prepared to pay for any more lamps at present." Firo Brigade: The superintendent of tho fire brigade wrote suggesting that an insurance fund for injured members be established, and stating that a member of the brigado had mot with an accident which throw him out of employment for two clays. Tho matter was referred to the Finance Committeo to report.
