VETOED BY THE FILIPINO CONGRESS.

Hongkong, January 25. A Congress of the Filipino Committed held here vetoed American annexation. The suspicion wa? expressed that President McKinley's action l in appointing a Commission to inquire into the present condition and means to be adopted for the future administration of the Philippines was merely a rusv, to gain time.
