LORD SALISBURY'S POLICY. DEBATE IN THE HOUSE OE LORDS. Press Association;-Electric Telegraph.-Copyright. London, March 8. In the House of Lords, Lord Roberts said a forward policy was essential in order to repel the Russian advance upon India. The policy of the British Government was inadequate. Britain ought to hold all passes and bring the tribesmen under authority. He had no fears as to the result of a conflict with Russia. India would only remainloyal while she believed Britain invincible.
The Marquis of Landsdowne, Secretary for War, said the Government would keep open the great passes and trade routes on the north-western frontier of India with a minimum of interference with the tribesmen.
Earl Kimberley, who was Secretary for India in Mr. Gladstone's administration, 1892-94, said the policy pursued by Lord Lawrence in regard to India was obsolete.
Several other Peers supported the policy pursued by the Indian Government.
