He declares that the situation in South Africa is very critical. Capetown, April 19. The presence of the British squadron at Durban is causing intense interest in South Africa. Pretoria, April 19. The Rand mining groups intend to present a united petition to the Transvaal Government asking for a settlement of grievances regarding the dynamite monopoly, liquor laws, and to grant reduced freights and customs tariff.
