CAPTAIN RUSSELL AT PAHIATUA.
[by telegraph,-press association.] Pahiatca, Thursday. Captain Rossiu, addressed a crowded meeting last) evening. He expressed disbelief in the existence of a true surplus, and declared it was made up by a balance from lasb year, which the Government called revenue. They had also included the sinking fund set aside under the Loans to Local Bodies Act, debentures, and small sums from other sources, He predicted that investigation would show that during the last year expenditure exceeded revenue by £232,277. A vote of thanks was carried. ____
