Newspapers here assert that Bulgaria lias promised Russia that in the event of war she will cede to her Varna and Jkrfihas, and mobilise an army at Shuuila. St. Petersburg, April 3. Tho Novoe Vreyma states that Russia has abandoned the idea of crossing; the Balkans to reach the Bosphorus, but will increase tho strength of the Black Sea fleet.
