SUGGESTIONS BY MR. CHAMBERLAIN.

London, March 14. Mr. Chamberlain suggests to President Kruger that it is possible to abrogate the convention admitting the suzerainty of Great Britain, if the grievances of the Uitlanders are re-
dressed and the franchise granted to the British residents. He also urges a treaty of amity, under which Great Britain will guarantee the independence of the Republic.
