Thi Post, referring bo the appointment of Col< »el Fraser, states that legal opinion has beei taken on this subject, and that Colonel Frafr's appointment as Sergeant-at-Arms is ilpgal or ultra vires, that the appointmeruit is contended, comes clearly within the Disqualification Act of 1878, and that Colojel Fraser will be liable to a heavy penaf y if he proceeds to exercise any of the funcTons of the office. The penalty is heav , ranging as high as 50 guineas for eachpffeoce. Again, in the case of Mr. Brae en, here another legal opinion intrudes itself It is stated that under the resolution * last session, which gave the Parliamentary officers the status of civil servants, Mr. Aacken's appointment must be made iu colormity with the Civil Service rules.
