THE COSTA RICA PACKET
THE CLAIMS PRESSED UPON THE DUTCH, Press Association.— Telegraph.—Copyright. London, April 19. In the House of 'Lords, to-day, Lord Jersey presented a petition from Captain Carpenter, with reference to the seizure of the barque Costa Rica Packet by the Dutch authorities. Lord Kimberley, Secretary of State for the Foreign Department, said he had instructed the British Minister in Holland to press the claims in regard to the vessel but he hardly believed these representations would be successful. London, April 20. In the House of Lords, Lord Jersey claimed that the owners and crew of the Costa Rica Packet should receive compensation, and that an apology should be tendered to Great Britain for the insult to her flag. Lord Kimberley admitted that Captain Carpenter had been unjustly treated, and said it was a case of great hardship, The British Minister at the Hague would strongly impress upon the Dutch Government the necessity of compensating Captain Carpenter. Lord Jersey said friendly intercourse with foreign governments would be impossible if the example set by Holland in the Costa Rica case was followed.
