The President has announced that there will have to be an extra session of Congress in September, to consider the financial condition,' which menaces the country's welfare. A crisis has been brought about by the compulsory purchase of large quantities of silver, which have to remain idle, and the resulting drain of gold from the national reserve, whereby other nations are being strengthened at the expense of the United States.
