THE ARMY BILL TO BE FORCED. Press Association.—Electric Telegraph.— St. Petersburg, May 9. Russian diplomatists fear that Germany will seek to divert homo troubles by mean* of a foreign war. Berlin, May 9. The Kaiser, addressing the troops at a review in Berlin, said he was surprised that the Army Bill had been rejected. He had expected that more patriotism would have been shown by the members. If the new Reichstag rejected the Bill, he was prepared to enforce its passage, as he was convinced of its necessity.
