London, April 25. Sir W. V. Harcourt, Chancellor of the Exchequer, delivered his Budget speech to-day. He stated that the actual expenditure amounted to £90,375,000, and actual receipts to £20,000 mora. The estimated expenditure was £91,464,000 and the estimated revenue was £89,890,000. it was proposed to substitute a shilling tax on contract notes for adhesive stamps on foreign and colonial securities. He further stated that the national debt had been reduced by six and a-half millions. It was impossible to touch death duties or the question of graduated taxation owing to the want of time. A Chancellor preaching economy was like the voice of one crying in the wilderness. The nation was rich, and insisted on expense, and the advocates of economy were dead. The finances were sound, and there was no ground for disquiet. The income tax was the least uncertain way of adding to revenue, and a tax on plate would not disturb trade. The Radical press complain of the absence of death duties and graduated taxation.
