London, September 9. At the Trades Union Congress at Newcastle the voting for the eight hours' limit was 302 in favour of it and 236 against. The Congress re-affirmed lust year's motion relative to the legal eight hours, an amendment declaring that the establishment of a uniform eight hours would seriously injure workers outside of certain favoured districts being negatived amidst cheers. The debate was at times very heated, and the closure had to be applied. Later. The Trades Union Congress decided by 242 to 116.that the legal eight hours shall not come into operation without the consent of two-thirds of the organised members of the trades unions.
