The insurgents at Iquique are in a desperate condition} bordering almost on famine, and the supply of coal for the navy is nearly exhausted. _ < General Balmaceda is equipping a flotilla, which, it is believed, will be a match for the rebel fleet. The new Chilian Congress has decided to support General Balmaceda.
