MOB RULE IN VALPARAISO. GUNSHOPS SACKED. AN INSURGENT VICTORY. Press Association.—Electric TeUgraph.—Copyright. Valparaiso, January 23. Gunshops in Valparaiso have been sacked by the mob. Foreigners are safe. It is believed the whole- army will join the insurgents if the President fails to resign. The insurgents have captured the town of Tarapaco, situated in the extreme north of the Republic, and which was ceded to Chili by Peru in 1883. The rebels will consent to open the port of "Valparaiso provided the various consuls agree to remain neutral in the present struggle.
