Prill Association.— Electric Telegraph.—Copyright. NEW ZEALAND AND FEDERATION. Sydney, September 15. The Sydney Morning Herald, referring to the discussions in the New Zealand Parliament on federation, says it ip plain that if the colony meant business, it would have insisted on a full share in its representation. In any case, it would scarcely have sent Sir George Grey, whose opinions ,are antifederal, or Captain Russell, who has already expressed himself with marked lukewarmness. New Zealand, in the opinio.i of the Herald, is evidently desirous of steering a middle course, not committing herself either to isola- . tion or to union, but wishing to leave the door open for an entrance into the dominion by-and-by, if policy should favour such a course. THE VICTORIAN RAILWAYS. Melbourne, September 15. His Excellency tho Governor was present at the annual dinner of the railway engineers and iiemen. Mr. R. Speight, chairman of the Railway Board, in the course of a speech, ridiculed the idea for the discontinuance of railway construction, and said in a few years it would lx? demonstrated that ! the railways were one of the best investments the English financiers have. LIGHTHOUSE ON THE SNARES. Melbourne, September 15. The Premier has received a letter from the New Zealand Government, in which the latter intimate their willingness to contribute towards the cost of erecting a lighthouse on the Snares.
