Is the House of Lords the Marquis of Salisbury, in a speech referring to the Zambesi difficulty, stated that the Portuguese Government had been repeatedly warned.that England would not give her assent to the claims of Portugal, but at the same time he had intimated that he was willing at any opportunity to inquire into the matter, and the matter might have been arranged had not Major Pinto intervened. As it was, the English Government had been compelled to speak their decision in order to avert bloodshed, and probably danger to Portuguese monarchy. Sir James Fergusson, in reply to a question in the House of Commons, said arbitration would not apply to such a case as the dispute between England and Portugal. Lisbon, February 12. A patriotic meetinK in the Coliseum has been dispersed by the police, and thirty of the principals have been arrested. The feeling against English residents and England itself continues very bitter. Portugal intends to reorganise her army and purchase eight additional warships.
