THE POWERS AND THE SOUTH PACIFIC. London, October 15. England has proposed to the Powers that they should agree to the prohibition of the sale of arras and spirits to natives of the Pacific Islands. Madrid, October 15. The Spanish Government is willing to prohibit the importation of arms and alcohol to the islands in the Pacific, provided that the Powers interested will act in concert with Spain.
